The Intervention and Referral Service (I&RS) Process

What is I&RS?
The Intervention and Referral Service (I&RS) team serves as a resource for teachers and is an integral part of the pre-referral process. I&RS members typically include, but are not limited to, the school principal, nurse, child study team members, and teachers. The purpose of the I&RS team is to address any possible concerns teachers may have regarding their students’ academic, behavioral, social, or emotional functioning. Based on data collection, the I&RS team develops case-specific strategies for use in regular education classrooms. Teachers then implement these strategies and monitor progress. If the strategies are not effective, they may be revised or, if it is suspected that the student potentially has a learning disability and has additional needs, a referral will be made to the Child Study Team.

Who can make a referral to I&RS?

Parents may initiate a referral for their child to be considered by the I&RS team.   They would do this by contacting the child’s teacher or principal. Teachers, school counselors, and administrators can also refer a student to I&RS.  Parents are always notified if their child is referred to I&RS.

New Jersey Tiered Systems of Support (NJTSS)

What is the New Jersey Tiered Systems of Support (NJTSS)? 

The New Jersey Tiered System of Supports (NJTSS) is a framework of supports and interventions to improve student achievement. It is based on the core components of Multi-Tiered Systems of Support and the three tier prevention logic of Response to Intervention (RTI).  With a foundation of strong district and school leadership, a positive school culture and climate, and family and community engagement, NJTSS builds on Intervention and Referral Services (I&RS) and gives schools structure to meet the academic, behavioral, health, enrichment and social/emotional needs of all students.  

NJTSS includes nine essential components that promote success for every child. NJTSS aligns resources within schools, across school districts, and within communities and counties to provide the right interventions to the right students at the right times.  

Through regular monitoring of student progress, along with data-based decision making and a continuum of support based on student need, NJTSS integrates the various teams and expertise in schools and communities to maximize the efficient use of resources and the effectiveness of interventions
